Schedule: 70 hours bi-weekly; Monday to Friday from 8:00 AM – 4:45 PM (Nine-Day Fortnight)

This is planning work at the professional level. An employee of this class applies specialized knowledge and social, economic, and physical data to major planning projects involving complex problems and often politically sensitive issues. An incumbent will lead major planning projects and development applications. The successful candidate will be tasked with implementing significant City policy including the Official Community Plan, Local Area Plans, Sustainability Strategies, Rental Use Zoning, Tenant Assistance and Climate Action. The incumbent works within a team under the supervision of a Senior Planner, to review and prepare complex current development proposals related to residential, commercial, and mixed-use rezoning applications; consults with applicants and advisers; liaises with other departments, citizens' groups and standing committees; prepares final reports for submission to Council. Oversees and participates in the work of professional and/or technical staff engaged in major planning projects relating to land use, transportation, zoning, urban design or similar. Appears before lay groups and the public to convey information regarding the Municipality's planning programs; may be required to chair meetings and attend City Council meetings, Committees of Council meetings and other civic and outside meetings to represent the department and make presentations and answer questions. Prepares comprehensive planning reports for submission to supervisors, boards and commissions, and the Municipal Council. Performs related work as required.

Qualifications include a Master’s degree in Planning or related discipline with considerable professional experience in urban or regional planning, or an equivalent combination of training and experience. Thorough knowledge of the principles, practices, and objectives of urban and regional planning, as well as municipal land use policy and provincial land use regulations is expected. Ability to plan, assign and supervise the work of subordinates, to express ideas effectively orally and in a written or graphic manner. Ability to establish and maintain effective working relationships with other employees, professionals, and the public, and to transmit clearly the principles and requirements of sound planning and development. Ability to work within tight time constraints and manage a heavy and diverse workload is desired. Membership or eligibility for membership in the Planning Institute of British Columbia or the Canadian Institute of Planners.
